American Recovery and Reinvestment Act (ARRA)
The ARRA—the economic stimulus legislation approved in February 2009—provides up to $100 billion in education aid over two years. The following ARRA funds could be tapped to purchase programs such as School-Connect: Title 1 Grants ($10 billion), Title 1 School Improvement Grants ($3 billion), and IDEA grants ($11.3).
FY 2010 Education Budget
In December 2009, Congress completed the appropriations process for fiscal year 2010 and President Obama signed the federal omnibus spending bill, finalizing annual funding for nearly all federal education programs through September at $63.7 billion. This is in addition to the economic stimulus funding under the ARRA. The following programs may be sources of funding for school districts looking to implement programs such as School-Connect.
- Title 1 Grants: Grants to districts for covering the cost of education-disadvantaged students were level-funded. ($14.5 billion)
- Individuals with Disabilities Education Act (IDEA): State grants for special education programs were level-funded, but received a major boost through stimulus funding. ($11.5 billion)
- 21st Century Community Learning Centers: Funding for after-school programs received a slight boost. ($1.16 billion)
- Title I School Improvement Grants: State grants for helping struggling schools meet the goals of the Elementary and Secondary Education Act were level-funded. ($545 million)
Charter School Grants:
- High School Graduation Initiative: A new program to fund local activities aimed at improving high school graduation rates through dropout prevention and other activities. ($50 million)
- Promise Neighborhoods: A new program that will provide grants to community-based organizations to help at-risk children and youth to succeed in school, which could include after-school programs and college planning. ($10 million)
